LET US PRAY. ALMIGHTY MOST GRACIOUS GOD, WHAT A GLORIOUS DAY YOU HAVE GIVEN US FOR THE WONDER AND JOY OF THE WORK YOU HAVE CALLED US ALL TO DO THIS DAY.

THIS DAY, PARTICULARLY, WE PRAY FOR OUR COMMISSIONERS, FOR THE ADMINISTRATORS OF OUR COUNTY, THAT, OH LORD, YOU WOULD GIVE THEM EVERY MANNER OF WISDOM AND KNOWLEDGE THAT THEY WOULD NEED TO FULFILL YOUR WILL AS A DELIBERATE AND MAKE DECISIONS FOR US.

CONGRATULATIONS, COUNTY ADMINISTRATOR, AND, JEN, I SHOULD TURN AROUND AND SAY HI TO ALL THE OTHER PEOPLE IN THE ROOM, [CHUCKLING] BUT WE REALLY DO APPRECIATE YOUR TIME TODAY, AND I WOULD JUST. I DON'T KNOW HOW MUCH TIME YOU HAVE FOR THIS, BUT WE COULD START WITH JUST A REALLY QUICK, QUICK DISCUSSION ABOUT WHAT THE PROBLEM SOLVING COURT IS.

CERTAINLY, YES, I'D LIKE A LITTLE EDUCATION ON THAT.

YEAH. THE PROBLEM SOLVING COURT'S BEEN AROUND FOR A WHILE IN CAROLINE COUNTY, BUT IT'S NEVER BEEN AS IT IS TODAY, AND I'LL EXPLAIN THAT A LITTLE BIT TO YOU. IN GENERAL, THE PROBLEM SOLVING COURTS IN MARYLAND THERE ARE AT LEAST 1 IN 23 OUT OF THE 24 COUNTIES, AND IT COULD BE EITHER A VETERANS COURT OR AN ADULT DRUG COURT OR SOME OTHER FAMILIAR ENTITY, BUT IT'S REALLY ALL UNDER THE UMBRELLA OF PROBLEM SOLVING COURTS.

SOME PEOPLE CALL THEM TREATMENT COURTS, WHICH REALLY WHAT THEY ARE TREATMENT COURTS, BUT THEY'RE DESIGNED TO HAVE PEOPLE THAT ARE ALREADY IN THE CRIMINAL JUSTICE SYSTEM.

THEY HAVE CRIMES THAT ARE COMMITTED AND THEY'RE PRIMARILY DRIVEN BY SUBSTANCE USE DISORDERS, WHICH IS THE TERM WE USE INSTEAD OF ADDICTIONS THESE DAYS, BUT THEY'RE ADDICTS AND THEY HAVE CRIMES, MOSTLY NONVIOLENT CRIMES, THAT AFFECT THE COMMUNITY AS A WHOLE, AS YOU CAN IMAGINE, AND I THINK I'VE DISCUSSED THIS BEFORE, BUT IF YOU HAVE CRIME AND AN ADDICTION, USUALLY IT AFFECTS FIRST RESPONDERS, IT AFFECTS EMS, POLICE IT AFFECTS THE HEALTH DEPARTMENT.

IF THERE ARE CONDITIONS UNDER WHICH PEOPLE ARE LIVING, IT AFFECTS THE JUSTICE SYSTEM.

IT AFFECTS CORRECTIONS, AND THERE'S NOT AN ANGLE IN THIS COUNTY THAT IT DOESN'T AFFECT, AND MOST IMPORTANTLY, IT AFFECTS THE COMMUNITY AS A WHOLE.

PEOPLE THAT ARE LIVING IN NEIGHBORHOODS THAT HAVE LIKE PEOPLE THAT ARE ROGUE AND VAGABOND OFFENDERS AND OR OTHER TYPES OF PETTY THEFT, BUT IT ALSO AFFECTS THEIR FAMILIES. IT AFFECTS THE CHILDREN'S AND THE CHILDREN'S THAT GO TO SCHOOL, AND THEY HAVE THERE'S JUST LAYERS AND LAYERS OF PROBLEMS DRIVEN BY THIS, AND I KNOW YOU ALL ARE NOT

NEW TO THIS DISCUSSION.

YOU'VE BEEN TALKING ABOUT IT FOR MANY, MANY YEARS.

I KNOW. SO THE PROBLEM SOLVING COURT IS A TEAM APPROACH, AND IT INVOLVES NOT JUST THE COURT, BUT IT INVOLVES EVERYBODY IN THIS FRONT ROW BEHIND YOU, AND I'D LIKE TO GIVE THEM A CHANCE TO JUST INTRODUCE THEMSELVES QUICKLY AND TELL YOU WHAT ROLE THEY PLAY IN THE COURT, JUST WHAT DEPARTMENT THEY'RE FROM, AND SO YOU CAN UNDERSTAND A LITTLE BIT ABOUT WHAT THIS TEAM IS MADE OF.

CERTAINLY. SO LET'S START WITH MICHELLE.

GOOD MORNING. OBVIOUSLY, SLOAN FRANKLIN, STATE'S ATTORNEY MARY [INAUDIBLE], FORENSIC MENTAL HEALTH SPECIALIST WITH [INAUDIBLE] BEHAVIORAL HEALTH [INAUDIBLE] YVONNE PINTER, PAROLE AND PROBATION.

ALICIA SALISBURY, FORENSIC MENTAL HEALTH PROGRAM MANAGER [INAUDIBLE] BEHAVIORAL HEALTH.

SO IN ADDITION TO THOSE FOLKS, WE ALSO HAVE THE OFFICE OF THE PUBLIC DEFENDER, WHICH IS REPRESENTED ON THE TEAM.

DANA BOSTON AND STEPHANIE [INAUDIBLE] ARE USUALLY THE ONES PARTICIPATING THERE.

WE ALSO HAVE SOMEONE FROM THE HEALTH DEPARTMENT, MEGAN WEISENBERG, WHO'S USUALLY ON THE CALLS OR IN PERSON AS TIME PERMITS.

WE ALSO HAVE LAW ENFORCEMENT ON THE TEAM.

DEPUTY [INAUDIBLE] IS THERE AT EVERY MEETING, AND WE ALSO HAVE DEPUTY WARDEN LUKE DIXON WHO COMES OVER AND WILL SIT IN ON THE TEAM, AND IF HE'S NOT THERE, THEN LIEUTENANT MOORE WILL SIT IN, HAVE I REMEMBERED EVERYBODY? KEN TURNER, PAROLE COMMUNITY SUPERVISION.

HE'S ON OUR TEAM NOW AND HE COMES TO EVERY MEETING, AND HAVING EVERYBODY TOGETHER LIKE THIS LETS US KNOW AS A GROUP COLLECTIVELY, A, ARE WE GOING TO ACCEPT SOMEONE INTO THE PROBLEM SOLVING COURT? THAT'S A TEAM DECISION, AND, B, ARE WE HEARING EVERYTHING WE NEED TO HEAR ABOUT AN INDIVIDUAL? AND SO DETECTIVE [INAUDIBLE] CAN PUT HIS FEELERS OUT AND HEAR THINGS IN THE COMMUNITY ABOUT AN INDIVIDUAL AND LUKE DIXON, DEPUTY WARDEN, HE CAN TELL US WHAT'S GOING ON OVER IN CORRECTIONS WITH THAT INDIVIDUAL, AND IT JUST GOES ON AND ON LIKE THAT.

SO COLLECTIVELY, WE MEET AS A TEAM AND WE TALK ABOUT INDIVIDUALS, BUT THIS IS A HIGH RISK, HIGH NEED PROGRAM AND PEOPLE WILL COME IN.

IT TAKES ITS POST CONVICTION POST SENTENCING PART OF YOUR PROBATION.

YOU HAVE TO SUCCESSFULLY ENROLL IN AND COMPLETE PROBLEM SOLVING COURT, WHICH IS NO EASY TASK.

IT TAKES AT LEAST A YEAR, OFTENTIMES LONGER, AND IT INVOLVES A MULTIDISCIPLINARY APPROACH.

SO IT'S NOT JUST TREATMENT FOR SUBSTANCE USE DISORDER.

IT'S REQUIRED MENTAL HEALTH TREATMENT, AND IT'S ALL THESE OTHER FACTORS.

PEOPLE COME IN AND OFTENTIMES THEY'RE IN THE THROES OF ADDICTION.

SO JUST GETTING THEM THERE IS A BIG DEAL, BUT THEN THEY USUALLY START AT A HIGH RISK NEED.

THEY START WITH RESIDENTIAL INPATIENT AND THEY CAN STAY THERE FOR AS LONG AS IT TAKES.

USUALLY IT'S A SMALLER COMMITMENT OF TIME, 90 DAYS, 60 DAYS, 90 DAYS.

THEY COME BACK AND THEY ENROLL IN AN INTENSIVE OUTPATIENT PROGRAM, WHICH IS CALLED IOP, AND YOU'LL HEAR MORE ABOUT THAT LATER.

IT'S ONE OF OUR BIGGEST CHALLENGES, BUT OUR PROBLEM SOLVING COURT I COULD TALK ABOUT THIS FOREVER.

I'M PASSIONATE ABOUT IT BECAUSE IT YOU CAN ACTUALLY SEE WHEN SOMEBODY GETS IT AND IT'S REMARKABLE THE IMPACT IT HAS ON HERE.

THAT RECIDIVISM IS REDUCED.

I THINK YOU HAVE SOME INFORMATION UP THERE.

MICHELLE MIGHT HAVE SENT YOU ABOUT STATISTICS, AND I WON'T BORE EVERYBODY WITH THOSE, BUT IT COSTS MONEY TO RUN THE PROGRAM.

IT'S FUNDED THROUGH THE OFFICE OF THE ADMINISTRATIVE OFFICE OF THE COURTS, AND IT SAVES MONEY IN THE LONG RUN TO THE COMMUNITY WITHOUT A QUESTION AND SEEING PEOPLE THAT GO ON AND HAVE JOBS AND REUNITE WITH FAMILIES, MOTHERS THAT HAVEN'T SEEN CHILDREN IN YEARS, IT'S A REALLY AMAZING PROGRAM TO BE A PART OF.

SO IN ADDITION TO MY REGULAR JUDICIAL HAT WHERE I'M JUST SENDING OFFENDERS TO JAIL BECAUSE THAT'S WHAT'S NEEDED AND IS INDICATED, THIS IS ANOTHER PART OF THE JOB THAT WE'RE ALL COMMITTED TO AND IT'S AN AMAZING TEAM TO HAVE TOGETHER, ALL COMMITTED TO THE SAME GOAL, AND AS I MENTIONED, WE'VE BEEN AROUND FOR A WHILE, BUT WE'VE NEVER BEEN NATIONALLY CERTIFIED.

SO THIS WHOLE TEAM SPENT A WEEK BEING CERTIFIED BY THE FEDERAL BRANCH OF NATIONAL PROBLEM SOLVING COURTS THAT ACCREDITED THE NATIONAL THE STATE BRANCH THAT WE GET OUR MARCHING FROM AND OUR GUIDANCE.

SO THAT'S A BIG DEAL AND THAT MAKES US NOW ELIGIBLE FOR FEDERAL FUNDING.

SO WE ARE FOLLOWING ALL THE BEST PRACTICES THAT EXIST NATIONALLY TO THE STATE TO HERE.

THERE'S ONE BEST PRACTICE THAT NOBODY IN THE STATE CAN MEET, AND THAT'S THE SUBJECT OF THE GRANT THAT'S BEFORE YOU.

SO THAT BEST PRACTICE IS A 50-DAY MARK FROM THE FIRST TIME AN INDIVIDUALS IN THE JUDICIAL SYSTEM, THEIR ARREST

REALLY, FROM THAT DAY THEY WANT 50 DAYS AND INTO THE PROBLEM SOLVING GROUP IF THEY'RE HIGH RISK AND HIGH NEED AND ELIGIBLE, 50 DAYS AND I DON'T KNOW HOW MUCH YOU ALL KNOW ABOUT COLLECTIVELY I KNOW YOU KNOW A LOT ABOUT THIS COUNTY AND HOW IT WORKS, BUT THAT IS A PROBLEM, EVERY PROBLEM SOLVING COURT IS HAVING TO MEET.

SO THIS GRANT IS DESIGNED TO FIGURE OUT A WAY TO MAKE THAT HAPPEN.

EXPEDITE THE PROCESS.

YES, AND WE HAVE THREE DIFFERENT OCCASIONS WHERE THERE'S INTERCEPTS OR OPPORTUNITIES TO TALK TO PEOPLE RIGHT WHEN THEY GET INTO THE SYSTEM, AND WE HAVE DESIGNED A PROGRAM AND IT WAS A COMPETITIVE GRANT PROCESS.

ONLY FOUR JURISDICTIONS IN THE STATE OF MARYLAND WERE GRANTED THE GIVEN THE GRANT, AND WE WERE ONE OF THEM, AND I'M JUST SO PROUD OF EVERYBODY THAT'S ON THIS TEAM, AND I JUST THINK IT'S A WONDERFUL OPPORTUNITY FOR FOR THIS COUNTY AS WELL AS FOR EVERYBODY THAT'S ENROLLED IN THE PROGRAM.

I MEAN, THE PEOPLE THAT COME IN, THEY DON'T HAVE DRIVER'S LICENSE, THEY DON'T HAVE BIRTH CERTIFICATES, THEY DON'T HAVE A PLACE TO LIVE.

THEY HAVEN'T SEEN THEIR KIDS.

IT'S TOUGH.

IT'S TOUGH, AND WE WELCOME YOU ANYBODY TO BE A PART OF OUR GRADUATION CEREMONIES WHEN WE HAVE THEM.

THIS PROGRAM. I WANT TO LET MICHELLE, IF YOU DON'T MIND, JUST TELL YOU A LITTLE BIT ABOUT WHAT THIS GRANT SPECIFICALLY IS SUPPOSED TO DO.

THREE GOALS, AND SHE'S WORKED SO HARD ON PUTTING THIS GRANT TOGETHER THAT I JUST WANTED TO GIVE HER AN OPPORTUNITY TO SHINE A LITTLE BIT HERE THIS MORNING, AND ANYBODY HERE, IF YOU HAVE ANY QUESTIONS AT ALL, WE CAN ALL TALK TO YOU ABOUT WHAT OUR ROLES ARE AND WHY WE'RE HERE BUT WE REALLY WOULD APPRECIATE YOUR SUPPORT.

WE DIDN'T REALIZE THAT YOU WERE GOING TO BE A SUBRECIPIENT.

WE THOUGHT IT WENT FROM THE FEDERAL GOVERNMENT TO THE STATE AND THEN TO US.

SO THAT'S ONE CAVEAT.

I WANTED TO LET YOU KNOW WHY IT'S KIND OF APPROACHED DIFFERENTLY.

THE STATE OF MARYLAND DID RECEIVE A GRANT FROM THE FEDERAL BUREAU OF JUSTICE ASSISTANCE.

AS JUDGE PRICE SAID INITIALLY, THERE WERE SUPPOSED TO BE SIX JURISDICTIONS SELECTED FOR THIS GRANT.

IT WAS COMPETITIVE.

HOWEVER, ONLY FOUR WERE SELECTED AND FORTUNATELY WE WERE ONE OF THEM, AND IT WAS TO IMPLEMENT A UNIVERSAL RISK SCREENING PILOT PROGRAM TO IMPLEMENT THE RISK SCREENING TOOL THAT IS UTILIZED TO IDENTIFY OUR TARGET POPULATION, WHICH ARE HIGH RISK, HIGH NEED INDIVIDUALS, AND THE PURPOSE OF THE PILOT PROGRAM IS TO INCREASE THE DIVERSITY, EXPAND THE PROGRAM, DECREASE THE TIME FROM THE TIME OF WHEN A PERSON IS CHARGED TO WHEN THEY ARE ADMITTED INTO THE PROGRAM AND OF COURSE, CONNECT INDIVIDUALS TO COMMUNITY RESOURCES SOONER.

THERE THERE WAS A LITTLE BIT MORE THAN $700,000 TO BE SPLIT BETWEEN THE JURISDICTIONS AND WE WERE VERY FORTUNATE TO BE AWARDED A LITTLE BIT MORE THAN $200,000 FOR THIS TWO YEAR PILOT PROGRAM.

WE'RE VERY EXCITED WE HAVE ALREADY KIND OF WE WERE ALREADY WORKING ON THIS PRIOR TO THE ANNOUNCEMENT.

SO THIS WAS JUST PERFECT TIMING FOR THIS OPPORTUNITY BECAUSE WE HAD ALREADY REACHED OUT TO THE DIFFERENT STAKEHOLDERS TO MAKE CONNECTIONS ALREADY TALKING ABOUT WHAT WE WANTED TO IMPLEMENT IN THIS JUST KIND OF PROPELLED THE MOMENTUM WITH IMPLEMENTING THIS, AND LIKE I SAID, IT IS A TWO YEAR GRANT AND WE HAVE ALREADY KIND OF THOUGHT, WELL, WHAT HAPPENS AFTER TWO YEARS? AND I SUBMIT A GRANT EVERY YEAR IN THE SPRINGTIME, AND IF IT'S DECIDED THAT THE FEDS ARE NOT GOING TO BE CONTINUING THIS GRANT MOVING FORWARD AFTER THE TWO YEAR, I WILL BE INCORPORATING IT INTO MY ANNUAL GRANT, AND IF IT DOES PROVE SUCCESSFUL, I HAVE VERY LITTLE DOUBT THAT DIRECTOR BARTON WOULD NOT AWARD CONTINUING THIS GRANT, ESPECIALLY AS JUDGE PRICE SAID IT'S BEST PRACTICES AND DIRECTOR BARTON CAN'T ARGUE WITH COMPLYING WITH BEST PRACTICES.

WE DID INCREASE OUR COMPLIANCE WITH BEST PRACTICES THIS PAST YEAR AND A HALF WHILE WE REVAMPED THE PROGRAM AND OUR COMPLIANCE RATE IS UP TO

89% AT THIS TIME AND WE STILL HAVE A LOT ON OUR TO DO LIST TO MAKE MORE IMPROVEMENTS.

I THINK WITHIN THE YEAR WE STARTED WHEN WE STARTED, WHEN WE ALL CONVENED, IT WAS AT 60%.

SO THAT CAN GIVE YOU 60 SOMETHING PERCENT.

GOOD. SHOOT FOR 100, [CHUCKLING] AND I DID WANT TO PROVIDE THESE DOCUMENTS TO YOU.

THE OFFICE OF PROBLEM SOLVING COURTS IN ANNAPOLIS.

THEY DID HAVE A STUDY CONDUCTED WITH THE STATE PROBLEM SOLVING COURTS AND THIS SUMMARIZES AND SHOWS THE BENEFICIAL COSTS AND THE REDUCTION IN RECIDIVISM THROUGHOUT THE WHOLE STATE OF MARYLAND.

ONE OF THOSE CONDITIONS, OF COURSE, IS WE AREN'T ABLE TO ACCEPT THOSE TYPES OF OF GIVINGS WITH THE TAX IMPLICATIONS. THIS COMES TO YOU FROM THE PLANNING COMMISSION AND STAFF WHO DETERMINED, DUE TO RECENT APPLICATIONS AND DISCUSSIONS THAT WE NEED TO UPDATE OUR COUNTY CODE TO ADDRESS CERTAIN SECTIONS OF THE CODE RELATED TO SOLAR ENERGY SYSTEMS. KATHLEEN WAS A BIG PART OF THIS DISCUSSION AND HAS BEEN VERY INCREDIBLY HELPFUL ON THE CHANGES.

THERE WAS CONCERN THAT THESE SOLAR ENERGY SYSTEMS WERE NOT SCREENED SUFFICIENTLY FROM PUBLIC VIEW AND ALSO THAT THE LANDSCAPE, THE LANDSCAPING THAT WAS BEING REQUIRED AS PART OF THESE SYSTEMS WAS NOT ADEQUATE, AND SO WE CAME UP WITH THE IDEA OR THE IDEA WAS CAME UP THAT WE WOULD HAVE A LICENSED LANDSCAPE ARCHITECT SELECTED BY THE COUNTY, BUT PAID FOR BY THE APPLICANT WHO WOULD DESIGN THE LANDSCAPING COMPONENT OF THE SOLAR ENERGY SYSTEM, AND WE ALSO CHANGED THE REQUIRED SETBACK FROM A MINIMUM OF 25FT TO AT LEAST 200FT FROM ALL ADJOINING PROPERTY LINES.

WE ALSO PROHIBITED PARCELS THAT HAD BEEN A TDR, IN OTHER WORDS, WHERE A PARCEL HAD BEEN AND IN FACT, ITS DEVELOPMENT RIGHTS HAD BEEN TRANSFERRED.

THIS CHANGE WILL PROHIBIT TDR PARCELS FROM BEING UTILIZED FOR SOLAR ENERGY SYSTEMS. SO THAT IS A--I WILL GIVE YOU THE QUICK SUMMARY HERE, BUT THAT IS THE GIST OF THIS BILL.

THIS IS AN ACT TO REPEAL AND RE ENACT WITH AMENDMENTS THE SOLAR ENERGY SYSTEMS IN SECTION 175-46 OF CHAPTER 175 ZONING OF THE CODE OF PUBLIC LOCAL LAWS OF CAROLINE COUNTY, MARYLAND FOR THE PURPOSE OF REVISING THE SITING, DESIGN STANDARDS AND SETBACK REQUIREMENTS FOR COMMERCIAL SOLAR ENERGY SYSTEMS IN THE R RURAL DISTRICT.

BY REPEALING AND REPLACING THE REQUIREMENTS FOR SOLAR ENERGY SYSTEMS IN SECTION 175-46 OF CHAPTER 175.

YEAH, I THINK IN THE END, AND THIS WAS A QUESTION THAT STEWART WAS BRINGING UP ABOUT THE PROCUREMENT MODEL THAT THEY HAD USED, WHETHER WE WERE GOING TO BE A PARTY TO THE AGREEMENT, WHETHER WE HAD TO FOLLOW OUR PROCUREMENT THAT.

SO I THINK IN THE LONG AND SHORT, IT SOUNDS LIKE THE CONTRACT WILL BE WITH THE COMPANY AND I'VE DRAWN A BLANK ON THEIR NAME.

YEAH. SO SOMETHING LIKE THAT WITH THE THREE COUNTIES, BUT ULTIMATELY QUEEN ANNE'S WOULD BE THE ONE PAYING THE BILL AND THEN WE WOULD GET BILLED FOR OUR THIRD FROM QUEEN ANNE'S COUNTY. THEY HAVE ESSENTIALLY PUT THIS OUT TO RFP PRIOR FOR WHEN THEY WERE GOING TO DO THEIR INITIAL JAIL PROJECT AND THEN ESSENTIALLY ARE JUST PIGGYBACKING OR AMENDING THAT CONTRACT.

SO I THINK AS FAR AS CAROLINE'S CONCERNED, WE'RE FINE WITH THAT AND SATISFIES OUR PROCUREMENT.

IF WE WERE EVER QUESTIONED.

COLLIN MOORE HAD DONE THEIR PHASE ONE AND PHASE TWO FOR THEIR DETENTION CENTER RENOVATION.

SO THEY ASKED THEM TO PUT TOGETHER A PROPOSAL TO GATHER ALL THE INFORMATION FROM THE THREE COUNTIES QUEEN ANNE AND CAROLINE, TO DO ANOTHER PHASE ONE, PHASE TWO STUDY JOINTLY FOR ALL THREE COUNTIES, AND I BELIEVE OUR THIRD WOULD BE A LITTLE BIT LESS THAN WHAT WE HAVE PAID CROSBY TO DO.

SO I THOUGHT THE PROPOSAL WAS IN LINE WITH WHAT WE HAD PAID IN THE PAST.

SO IT SOUNDS LIKE THIS SHOULD BE THE BEST ROUTE FOR RIGHT, AND THAT DEADLINE, I THINK ONE OF THE LADIES ON LINE ALLUDED TO THAT, THAT PHASE ONE, PHASE TWO SHOULD BE SUBMITTED BY MARCH OF 2024.

SO I THINK MY RECOMMENDATION WOULD BE FOR US TO VOTE ON APPROVING QUEEN ANNE'S TO GO AHEAD AND MOVE FORWARD AND THEN BUILD US OUR THIRD FOR PAYMENT, BECAUSE I THINK THE CONSENSUS WAS THEY WANTED TO GET.

WE'RE LOOKING AT SURPLUS THIS YEAR OF AROUND $3 MILLION, A LOT OF THAT DUE TO INCOME TAX AND THE INCREASE WE HAVE SEEN SOLELY IN THAT NUMBER.

SO WITH THAT IN MIND, WE HAD SHERRY IN HR RUN SOME DIFFERENT SCENARIOS.

LAST YEAR WE DID $1,000 BONUS RIGHT AT THE BEGINNING OF DECEMBER.

THE TOTAL COST TO THAT TO THE COUNTY WOULD BE $279,171 AND THEN WE HAD SCALED $100 EACH DIFFERENT WAY IS COST.

SO THIS WOULD GO TO ALL FULL TIME EMPLOYEES HIRED AFTER JULY 1ST.

IF YOU WERE HIRED AFTER JULY 1ST, YOU WOULD GET HALF OF THE AMOUNT AND THEN PART TIME EMPLOYEES WOULD HAVE TO WORK OVER 850 HOURS IN THE PREVIOUS 12 MONTHS. SO THIS IS OUR RECOMMENDATION OF QUALIFICATION AND THE SAME CRITERIA WE HAVE USED FOR THE PAST SEVERAL YEARS.
