THE BOARD MET IN CLOSED SESSION TO DISCUSS THE EMPLOYMENT, APPOINTMENT, AND ASSIGNMENT OF A SPECIFIC EMPLOYEE, AND COUNTY DEPARTMENT.

NO ACTION WAS TAKEN.

ATTENDEES WERE COMMISSIONERS BREEDING, PORTER AND BART'S, COUNTY ADMINISTRATOR KATHLEEN FREEMEN, DIRECTOR OF IT, CHRIS RICE, AND PUBLIC INFORMATION OFFICER JENNIFER RIVALRY.

THE COMMISSIONERS ALSO MET ON WEDNESDAY, NOVEMBER 8TH IN CLOSED SESSION TO DISCUSS THE EMPLOYMENT, APPOINTMENT AND ASSIGNMENT OF A SPECIFIC EMPLOYEE AND COUNTY DEPARTMENT.

DURING THE MEETING, A CONTRACT WAS TERMINATED.

THIS APPROXIMATION FOR NATIONAL APPRENTICESHIP WEEK, WHICH IS NOVEMBER 13TH THROUGH NOVEMBER 19TH, 2023 STATES, WHEREAS NOVEMBER 13TH THROUGH NOVEMBER 19TH, 2023 IS NATIONAL APPRENTICESHIP WEEK AND WHEREAS APPRENTICESHIP IS A PROVEN AND RECOGNIZED WORKFORCE TRAINING MODEL AND WHEREAS KNOWLEDGEABLE JOURNEY WORKERS TRAIN APPRENTICES TO BE BETTER SKILLED AND EARN HIGHER INCOMES AND WHEREAS, BILLBOARDS ELECTRIC, BOB BREEDING GENERAL CONTRACTORS, JOB TANK ELECTRIC AND LAW, WOULD ELECTRIC SPONSOR ACTIVE REGISTERED APPRENTICESHIP PROGRAMS AND CAROLINE COUNTY.

WHEREAS THESE APPRENTICESHIP SPONSORS ARE DEDICATED TO TRAINING THE WORKFORCE OF TOMORROW.

I WOULD LIKE TO SAY THAT AMONG UPPER SHORE COUNTIES, CAROLINE COUNTY ACTUALLY HAS THE LARGEST APPRENTICESHIP PRESENCE WHEN COMPARED TO KENT, QUEEN ANNE'S TALL, BUT IN DORCHESTER.

THE WAY APPRENTICES ARE COUNTED IN MARYLAND IS BY [NOISE] WHERE THE SPONSORS HEADQUARTERS IS LOCATED.

FOR THAT REASON, THERE WAS ABOUT 70-80 APPRENTICES REGISTERED ON THE UPPER SHORE AND ROUGHLY 50 OF THEM ARE REGISTERED WITH CAROLINE COUNTY SPONSORS.

IT'S WORKING HERE, IT'S WORKING FOR BUSINESSES HERE AND THAT'S GREAT.

DEPUTY COUNTY ADMINISTRATOR [NOISE] WITH THE CAROLINE COUNTY COMMISSIONERS OFFICE FOR A DISCUSSION OF THE RENOVATION OF THE DELMARVA COMMUNITY TRANSIT BUILDING.

>> LAST TUESDAY DURING THE CLOSED SESSION.

THE TOPIC OF THE DCT BUILDING AND WHAT WE WANT IT TO DO, OR THE DIRECTION WOULD THAT BUILDING CAME UP.

WE WANTED TO BRING THIS UP IN A MORE WORKSHOP FORMAT AND GIVE YOU AN UPDATE OF WHERE WE LEFT OFF WITH THAT AND THEN SEE IF THERE'S ANY DIRECTION OR GUIDANCE ON WHAT WE WOULD LIKE TO DO WITH THE BUILDING GOING FORWARD.

IF YOU RECALL, PROBABLY CLOSE TO A YEAR AGO, WE STARTED TO LOOK AT POSSIBLY DOING RENOVATIONS TO DCT AS WELL AS THE [INAUDIBLE] BUILDING TO ACCOMMODATE THE MOVING OF DES, WHICH WOULD INCLUDE THIRST STAFF AS WELL AS A TRAINING CENTER, AND THEN AS WELL AS HR AND LEGAL AND ECONOMIC DEVELOPMENT.

WE HAD HIRED DAVIS BOWEN AND FRIDELL TO GO THROUGH.

THEY MET WITH EACH DEPARTMENT THAT I JUST MENTIONED TO FIGURE OUT WHAT [NOISE] SQUARE FOOTAGE NEEDS THEY HAD AND THEN TRY TO FIGURE OUT WHERE THEY WOULD FIT AT EITHER HALFS OR DCT.

WE STARTED DOWN THAT ROAD AND THEN EVENTUALLY IT GOT TABLED AND REALLY IT DIDN'T GO ANYWHERE PAST THAT.

WE WANTED TO BRING THIS UP AGAIN AND SEE IF THERE WAS ANY DIRECTION OR

GUIDANCE OF WHERE YOU WOULD LIKE US TO GO WITH THAT INFORMATION, WHETHER WE SHOULD ENGAGE WITH DBF AGAIN TO GO THROUGH DIFFERENT PATHS.

>> I BELIEVE THEY DID WHEN THEY WERE LOOKING AT THE DCT BUILDING BECAUSE THEY WERE TRYING TO FIGURE OUT WHAT AREA DCT WOULD NEED TO OCCUPY VERSUS WHAT WE COULD ACTUALLY TAKE, SAY A WAY, BUT WHAT WOULD BE OPENED UP FOR RENOVATIONS FOR THE COUNTY STAFF.

>> THAT ADDITION WAS PUT ON THE FRONT OF DCT.

IT'S BEEN IN THE LAST 10 OR 15 YEARS, HASN'T IT? WHEN THAT WAS DONE?

>> TO BE COMPLETELY HONEST WITH YOU I'M NOT TOO SURE WE COULD LOOK INTO THAT.

I'M PRETTY SURE IT WAS DONE AROUND THE TIME.

MAYBE IT'S BEEN LONGER THAN THAT.

IT WAS PROBABLY DONE AROUND THE TIME WHEN THE CULINARY CENTER, WHEN [NOISE] THE OLD HIGH SCHOOL WAS RENOVATED IN TOWN HERE FOR THE CULINARY CENTER.

MAYBE IT WAS DONE BEFORE BUT [OVERLAPPING]

>> I WANT TO MAKE A NOTE AND JUST WE'LL GET A DATE BASED ON THAT JUST THAT CURIOSITY.

THEY CURRENTLY HAVE THAT INDIVIDUAL WORKING IN, WHICH WAS ONCE A TRAINING ROOM AT THE ITU BUILDING.

WE HAVE LEGAL THAT'S OCCUPYING PART OF THAT BUILDING AS WELL.

HR ARE CURRENTLY RUNNING BUILDING FOR THEM TO OCCUPY, ECONOMIC DEVELOPMENT DOING THE SAME THING, RUNNING THE BUILDING FOR THEM.

I THINK THE NEED IS THERE TO TRY TO CONSOLIDATE THOSE THREE DEPARTMENTS AND ANYBODY ELSE THAT WE CAN FIGURE OUT INTO ONE PLACE.

I THINK THROUGH THE ASSESSMENT, DCT HAD THE SQUARE FOOTAGE TO TAKE ON THOSE DEPARTMENTS.

I DON'T THINK ANYTHING WAS EVER PUT TOGETHER AS FAR AS DRAWINGS GO FOR THEM TO MOVE THERE BECAUSE I THINK THE THOUGHT WAS AT THE TIME THEY WOULD GO TO HOUSE.

>> WITH THE UPPER SHORE AGING, POTENTIALLY MOVING SOMEWHERE ELSE, BUT THAT HAS SINCE FALLEN THROUGH.

I DON'T LIKE LEASING SPACE AND SO IF WE HAVE GOTTEN A FIRM ANSWER ON, I DON'T WANT TO GET INTO THIS AND THEN GET INTO A CONTEST HERE WITH THE CT.

IF WE'RE ABSOLUTELY SURE THAT WE CAN UTILIZE THAT BUILDING AND WHAT PERCENTAGE OF THAT BUILDING WE CAN USE, THEN I THINK WE'LL GO FROM THERE.

I DON'T WANT TO GET INTO THIS AND AND START SPENDING MONEY TO MOVE OFFICES AROUND AND RELOCATE STUFF BECAUSE THERE'S GOING TO BE COST INVOLVED IN THIS.

I DON'T KNOW WHAT THE LEASE TERM SAY AS FAR AS NOTICE THAT WE HAVE TO GIVE ON THE [OVERLAPPING].

THE NUMBER ONE QUESTION IS [NOISE], ARE WE GOING TO GET INTO AN ARGUMENT OR SPEND MONEY TO FIND OUT IF WE ACTUALLY HAVE THE ABILITY TO MOVE IT THE BUILDING.

THE FIREWALL WAS 10 YEARS.

THEY ASKED FOR 10 YEARS AGAIN.

I THINK COMMISSIONER [INAUDIBLE] HAS BROUGHT UP THAT THERE WERE ROLLING UP TO DO TWO YEARS SO THE AGREEMENT WAS SHOWING THE TWO YEARS AND THEN THAT'S WHAT HE SAID NOW.

AS FAR AS THE VOLUME CONTEXTS, I KNOW STEWARD HAD REVIEWED.

IF WE SELL GLASS OR SELL PLASTIC OR ANY OTHER RECYCLABLE THAT THEY COLLECT OF ANY VALUE GOES BACK INTO THE FUND TO COVER THE COST OF OPERATING THE PROGRAM.

I THINK THE CONTRACT STATED THAT THEY ARE TO HOLD A FUND BALANCE OF 35%.

FINALLY, AFTER ABOUT AN HOUR OF CONFRONTATION, A SUPERVISOR FROM THE STATE HIGHWAY DEPARTMENT ARRIVED FROM OVER ON THE WESTERN SHORE.

EVIDENTLY, THE LINE HAD BEEN TORN DOWN ELECTRIC LINE WAS CAUSING EMERGENCY AND HER MURDERED EXHIBIT AS RAISES TO CLOSE ROADS.

BUT YOU DON'T JUST CLOSE THE ROAD AND JUMP PEOPLE AROUND.
