YOU'RE THE ONLY HOPE FOR BEING FREE FROM THE EVILS THAT IS NOW PRESENT IN OUR COUNTRY.

WHO'S HERE TO READ THE PROCLAMATION AS A MEMBER OF THE 250TH ANNIVERSARY COMMITTEE. SO THANK YOU.

>> FIRST, I WANT TO SAY HOW THANKFUL I AM FOR THE OPPORTUNITY.

THIS WAS VERY ENJOYABLE TO PUT TOGETHER AS HAVE ALL THE 250TH-ANNIVERSARY EVENTS SO FAR, WE'RE LOOKING TO PLAN AND EXECUTE MANY MORE IN THE FUTURE.

WITHOUT FURTHER ADO, LET'S PUT THE WORDING OF THIS PROCLAMATION ON THE RECORD.

WHEREAS IN PRAGMATIC ACKNOWLEDGMENT OF A DESIRE FOR LATE COLONIAL DWELLERS AND PLANTERS NEAR AND ALONG THE BANKS OF THE CHOPTANK RIVER, TUCKAHOE CREEK, AND MARSHY HOKE CREEK TO DULY ENJOY MORE CONVENIENT ACCESS TO THE SERVICES OF A COUNTY SCENE, AND WHEREAS IN ENTHUSIASTIC GRATITUDE OF THE HONORABLE WILLIAM RICHARDSON OF GILPIN POINT, WHO AS A MEMBER OF THE MARYLAND HOUSE OF DELEGATES INTRODUCED LEGISLATION IN THE GENERAL ASSEMBLY OF THE COLONY ON NOVEMBER 5TH, 1773, TO CREATE CAROLINE COUNTY FROM PORTIONS OF DORCHESTER AND QUEEN ANNE'S COUNTY.

WHEREAS IN JOYFUL APPRECIATION OF THE COLONIAL LEGISLATURE FOR ENACTING THE CAROLINE COUNTY BILL ON DECEMBER 15TH, 1773, ALLOWING THE INSTRUMENTS OF LOCAL GOVERNMENT TO BE COORDINATED WITH ALL DUE HASTE, AND WHEREAS IN DIGNIFIED COMMEMORATION OF THE GAVELING OF CAROLINE COUNTY INTO EXISTENCE WITH THE FIRST COMMISSIONER MEETING AND COURT SESSION ON MARCH 15TH, 1774 AT MELVILLE'S WAREHOUSE, AND WHEREAS IN SOLEMN TRIBUTE TO THOSE LOCALS WHO HAVE SINCE ACCEPTED THE RESPONSIBILITY OF DEVELOPING AND DEFENDING THE RURAL TRADITIONS OF CAROLINE IN ALL OF ITS SPLENDOR VIA AGRICULTURAL AND COMMERCIAL PURSUITS, LARGE OR SMALL, THROUGH DIVERSE FAITH TRADITIONS, AS SELFLESS MILITARY PERSONNEL, AS EDUCATORS AND PUBLIC SERVANTS OF ALL KINDS, AS DOCTORS AND OTHER HEALTH PROFESSIONALS, AS NATIONALLY RECOGNIZED ACTIVISTS, AUTHORS, ARTISTS, ENTERTAINERS, AND ATHLETES, IN ADDITION TO MYRIAD OTHER INSPIRED CALLINGS AND VOCATIONS.

NOW, THEREFORE, IT IS HEREBY RESOLVED THAT WE, THE COMMISSIONERS OF CAROLINE COUNTY, PROCLAIM MARCH 15TH, 2024 TO THE OFFICIAL COMMENCEMENT OF THE CELEBRATION OF THE 250TH ANNIVERSARY OF THIS VENERATED PLACE, AND ENCOURAGE ALL THE ROYAL FRIENDS OF THE GREEN GARDEN COUNTY TO REFLECT ON, PARTICIPATE IN, AND SUPPORT THE MANY PLANNED EVENTS AND ACTIVITIES OF OUR JUBILEE YEAR.

IN RECOGNITION AND SUPPORT OF THE MANY LOCAL VOLUNTEERS WHO HAVE WORKED TIRELESSLY IN THE PAST AND PRESENT TO PROVIDE HISTORICAL INTERPRETATION AND ENJOYMENT FOR ALL. THANK YOU.

YOU HAVE BEEN PARTNERS, YOU HAVE BEEN FRIENDS OF SHORE REGIONAL HEALTH SINCE I'VE BEEN HERE FOR A DOZEN YEARS.

I JUST GREATLY APPRECIATE YOUR SUPPORT AND THANK YOU FOR ALL YOU'VE DONE TO HELP IMPROVE THE HEALTH CARE IN THE COMMUNITIES THAT WE SERVE.

TODAY, OUR INTENT IS TO GIVE YOU A QUICK UPDATE ON WHERE WE ARE WITH REGARD TO THE REGIONAL MEDICAL CENTER.

BUT WE ALSO WANTED TO JUST STEP BACK FOR A FEW MINUTES AND JUST SHARE SOME OF THE RECENT ACCOMPLISHMENTS THAT WE'VE HAD AND THEN TALK A LITTLE BIT SPECIFICALLY ABOUT SOME OF THE VOLUMES THAT WE'VE SEEN HERE IN CAROLINE COUNTY WITH SOME OF THE SERVICES THAT WE OFFER.

A QUICK AGENDA. WE'LL JUST GO OVER THE STATUS OF HEALTHCARE IN AMERICA TODAY.

WE'LL TALK A LITTLE BIT ABOUT SHORE REGIONAL HEALTH AND HOW WE'VE BEEN TRANSFORMING CARE OVER THE LAST 12 YEARS OR SO ON THE MID-SHORE, AND THEN I'LL GIVE YOU AN UPDATE ON WHERE WE ARE WITH THE EASTERN REGIONAL MEDICAL CENTER.

RURAL HEALTH CARE. YOU CAN SEE THE SLIDE, YOU CAN SEE THE STATISTICS.

IT'S PRETTY DAUNTING WITH RURAL HEALTH CARE ACROSS THE COUNTRY.

WHAT YOU'LL NOTE IS THAT 191 RURAL HOSPITALS HAVE CLOSED SINCE 2005 AND THERE ARE OVER 600 AT RISK FOR CLOSURE TODAY.

THAT'S A PRETTY DAUNTING TASK.

YOU CAN SEE THAT MANY OF THOSE HOSPITALS ACROSS THE US HAVE STOPPED PROVIDING SERVICES AND HAVE REALLY CHANGED THE WAY THEY PROVIDE CARE AND THAT'S HAD A PRETTY DRAMATIC EFFECT ON HEALTH CARE ACROSS THE UNITED STATES.

BUT WE AT SHORE REGIONAL HEALTH HAVE BEEN WORKING HARD TO PREVENT THAT IN OUR REGION.

WE'VE IDENTIFIED MANY DIFFERENT SOLUTIONS THAT CONTINUE TO PROVIDE HEALTH CARE LOCALLY, BUT ALSO PROVIDE THE HIGHER LEVEL, MOST EXPENSIVE CARE ON A REGIONAL BASIS.

NEXT SLIDE. THIS IS A QUICK MAP OF THE STATE OF MARYLAND AND WHERE YOU SEE THE GREEN COUNTIES OUTLINE, THAT'S WHERE THE UNIVERSITY OF MARYLAND MEDICAL SYSTEM HAS A PRESENCE IN THE STATE.

WE REPRESENT ABOUT 25% OF THE HEALTH CARE OF ALL HEALTH CARE IN THE STATE OF MARYLAND.

TO THE RIGHT, YOU CAN SEE THE BOX, AND THAT'S WHERE SHORE REGIONAL HEALTH PROVIDES PRIMARY SERVICES TO OUR REGION.

WE COVER THE FIVE COUNTIES OF THE MID-SHORE.

YOU CAN SEE WE COVER FROM KENT DOWN TO DORCHESTER COUNTY.

NEXT SLIDE. THIS IS JUST A LITTLE BLOW-UP OF THAT FIVE-COUNTY REGION.

JUST TO GIVE YOU A PERSPECTIVE OF WHY WE'RE CONSIDERED RURAL, OUR PRIMARY SERVICE AREA COVERS OVER 2,000 SQUARE MILES OF DISTANCE, BUT WE ONLY HAVE 172 RESIDENTS IN THIS COMMUNITY SO WE ARE CONSIDERED RURAL FOR THE CARE THAT WE PROVIDE.

THIS SLIDE REALLY FOCUSES ON SOME OF THE TRANSFORMATIVE HEALTH CARE THAT WE'VE PROVIDED OVER THE LAST 12 YEARS.

YOU CAN PICK YOUR FAVORITE COUNTY AS YOU GO AROUND THE CIRCLE THERE AND YOU CAN SEE SOME OF THE SERVICES THAT WE'VE OFFERED OR CREATED AS PART OF TRYING TO PREVENT CLOSURES IN OUR COMMUNITY AND TRYING TO ENHANCE HEALTH CARE LOCALLY, BUT ALSO CREATE THAT REGIONAL APPROACH TO THE HIGHER LEVELS OF CARE.

I REALLY WANTED TO TAKE A SECOND TO CALL OUT THIS SLIDE AND SHARE WITH YOU SOME STATISTICS ON CAROLINE COUNTY THAT WE'VE BEEN ABLE TO ACCOMPLISH WITH THE SERVICES THAT WE OFFER HERE.

LET'S TALK ABOUT URGENT CARE.

THAT WAS ONE OF THE FIRST FORAYS THAT WE HAD IN THIS COMMUNITY BECAUSE IT WAS TOUGH GETTING INTO PRIMARY CARE.

AFTER HOURS AND WEEKENDS WAS IMPOSSIBLE.

I'M SO PLEASED TO SHARE THAT JUST IN THE PAST FISCAL YEAR, AND WE'LL CALL THAT FISCAL '23, 16,282 URGENT CARE VISITS AT OUR URGENT CARE FACILITY HERE IN DENTON.

THAT IS THE BUSIEST URGENT CARE CENTER WE HAVE OF THE 12 THAT WE'VE GOT AT THE UNIVERSITY OF MARYLAND MEDICAL SYSTEM.

IT IS SEEING PATIENTS SIX DAYS A WEEK AND REALLY PROVIDING GREAT CARE.

IN FISCAL '24, WE'VE GOT ABOUT 6, 7 MONTHS OF DATA, BUT ALREADY WE'RE OUTPACING LAST YEAR'S NUMBERS BY AT LEAST 1,000 MORE VISITS THAN THE PREVIOUS YEAR.

LET'S TALK ABOUT DIAGNOSTIC SERVICES FOR A SECOND.

X-RAYS LABS, REHABILITATIVE SERVICES OFFERED IN THE COMMUNITY.

FOUR THOUSAND EIGHT HUNDRED X-RAYS, 37,000 LABORATORY TESTS HAVE BEEN PERFORMED HERE IN CAROLINE COUNTY.

SIXTY-ONE HUNDRED REHAB VISITS ALONE IN OUR REHAB FACILITY.

INCREDIBLE DIAGNOSTIC AND SUPPORT AND CLINICAL SERVICES.

LET'S TALK FOR A SECOND ABOUT PRIMARY CARE VISITS.

WE'VE GOT PRIMARY CARE IN THE DENTON MEDICAL OFFICE BUILDING.

TWELVE THOUSAND FIVE HUNDRED SIX PRIMARY CARE VISITS LAST YEAR, AND WE'RE ON PACE THIS YEAR TO HAVE OVER 15,000 PRIMARY CARE VISITS IN OUR COMMUNITY HERE IN DENTON AND CAROLINE COUNTY.

CARDIOLOGY, 2,100 VISITS,

DIABETES 1,800 VISITS, OBGYNS, 212 OBGYN VISITS, 171 PULMONARY VISITS WITH OUR SPECIALISTS IN PULMONOLOGY, AND 329 VISITS FOR UROLOGY.

OUR SPECIALISTS, OUR PRIMARY CARES, ARE SEEING PATIENTS ACTIVELY IN OUR MEDICAL OFFICE BUILDING, OUR URGENT CARES ARE DOING PHENOMENALLY WELL, AND IT'S JUST PROVIDING GREAT LOCAL CARE FOR OUR COMMUNITY HERE.

AS YOU KNOW, IF YOU NEED ACUTE CARE OR IF YOU NEED HEALTHCARE SERVICES, OR EMERGENCY CARE SERVICES, WE'RE ASKING YOU TO COME TO THE EASTON FACILITY FOR THAT REGIONAL CARE.

CHESAPEAKE COLLEGE IS ONE OF OUR MAJOR RESOURCES OF WORKFORCE, AND I KNOW YOUR COUNTY SUPPORTS CHESAPEAKE COLLEGE FINANCIALLY AND IT'S INCREDIBLY IMPORTANT TO OUR REGION BECAUSE NOW IT'S NOT ONLY FOR NURSING CARE BUT IT'S ALSO FOR LABORATORIES, FOR X-RAY TECHS, FOR SURGE TECHS.

THEY ARE A PRIMARY RESOURCE FOR WORKFORCE FOR OUR HEALTH CARE SYSTEM.

YOU CAN SEE SOME OF THE OTHER CHOPTANK COMMUNITY HEALTH, CRITICAL PARTNER OF OURS, PROVIDING PRIMARY CARE, DENTAL CARE, AND BEHAVIORAL HEALTH SERVICES IN OUR REGION.

PARTNERSHIPS ARE CRITICALLY IMPORTANT AND WE RELY ON THOSE PARTNERSHIPS TO EXPAND THE LEVEL OF CARE THAT WE PROVIDE.

BUT WE'RE NOT STOPPING THERE.

THESE ARE EVEN SOME OF THE ENHANCED SERVICES THAT WE'RE OFFERING TO ENHANCE THE LEVEL OF HEALTH CARE THAT WE OFFER.

WE KNOW THAT WE NEED MORE PRIMARY CARE IN THIS REGION, SO WE'RE GOING TO WORK HARD TO CONTINUE TO ADD PRIMARY CARE THROUGHOUT THE FIVE COUNTIES OF THE MID-SHORE.

ONE OF THE THINGS YOU'LL NOTICE IS A RESIDENCY PROGRAM THAT WE'RE WORKING WITH DR. BRUCE JARRELL ON.

DR. JARRELL IS A RESIDENT OF CAROLINE COUNTY.

HE IS THE PRESIDENT OF THE UNIVERSITY OF MARYLAND, BALTIMORE AND HE IS WORKING HARD TO HELP US BRING PRIMARY CARE RESIDENTS TO THE EASTERN SHORE.

MUCH NEEDED, GREAT PARTNERSHIP, GREAT COLLABORATION.

GERIATRICS; HAVING A SPECIALIST HERE FOR OUR AGING POPULATION.

HUGE INVESTMENTS IN WOMEN'S HEALTH.

WE KNOW THAT WOMEN'S HEALTH IS CRITICALLY IMPORTANT.

WHAT YOU SEE HERE ARE SOME MAJOR INVESTMENTS THAT WE'VE MADE TO ENHANCE THE CARE AND DELIVERY OF MOM AND BABY WHEN THEY'RE AT THE HOSPITAL IN EASTON.

YOU CAN SEE THAT WE HAVE NOW 24/7 365. OB HOSPITALISTS.

THESE ARE PHYSICIANS ON-SITE IN OUR HOSPITAL TO HELP WITH THE DELIVERY PROCESS.

ANESTHESIA AS WELL, AND PEDIATRIC HOSPITALISTS PRESENT IN OUR HOSPITALS 24/7 TO HELP WITH THE DELIVERY PROCESS.

WE'RE INVESTING IN CANCER CARE WITH THE GYN ONCOLOGISTS AND WE'RE ALSO EXPANDING OUR AFFILIATION WITH THE GREENEBAUM CANCER CENTER IN MARYLAND.

THAT'S ONE OF THE BEST CANCER PROGRAMS IN THE COUNTRY.

THEN SOME ADDITIONAL SERVICES IN NEUROSCIENCES AND VASCULAR CARE AS WELL, SO MAKING SIGNIFICANT INVESTMENTS, CONTINUING TO MAKE INVESTMENTS IN THE HEALTH CARE OF OUR COMMUNITIES.

THE FIRST WAS THAT WE RECEIVED THE CERTIFICATE OF NEED APPROVAL FROM THE STATE OF MARYLAND.

WE HAVE NEVER BEEN THIS FAR IN OUR JOURNEY TO BUILD A NEW HOSPITAL HERE IN EASTON, TO GET STATE APPROVAL FOR THE HOSPITAL.

THAT OCCURRED IN JANUARY.

NOT ONLY DID THEY GIVE US UNANIMOUS APPROVAL FOR THE HOSPITAL, BUT EVERYTHING THAT WE ASKED FOR WITH REGARD TO THE NUMBER OF BEDS AND ORS, AND ER TREATMENT ROOMS, ET CETERA, WERE ALL APPROVED.

WE REALLY TRIED TO PUSH THE ENVELOPE BECAUSE THERE IS NO OTHER SOURCE IN THE FIVE-COUNTY COMMUNITY FOR HEALTHCARE SERVICES, SO WHEN WE'RE BUSY, WE NEED TO HAVE THE SPACE TO ACCOMMODATE PATIENTS.

WHAT YOU ALSO SEE ON THIS SLIDE IS SOME OF THE COST BREAKDOWN OF THE NEW FACILITY.

IN TOTAL, IT'S ABOUT $540 MILLION.

ALSO IN JANUARY, WE RECEIVED GREAT NEWS FROM GOVERNOR WES MOORE AND THE STATE OF MARYLAND.

WE ASKED THE GOVERNOR TO PUT $100 MILLION IN HIS CAPITAL IMPROVEMENT PLAN FOR THE NEW HOSPITAL IN EASTON.

WE FOUND OUT ON JANUARY 17TH THAT THE GOVERNOR DID IN FACT INCLUDE THAT IN HIS BUDGET.

WE ARE IN THE PROCESS OF TESTIFYING TO THE HOUSE AND SENATE AS WE SPEAK TO KEEP THAT MONEY IN THE BUDGET FOR FISCAL 25 AND FOR THE REST OF THE FUNDS THROUGH FISCAL 28.

BUT THE TOTAL IS 100 MILLION THAT THE GOVERNOR HAS PLEDGED FOR OUR PROJECT.

YOU CAN SEE WHERE THE SOURCES OF OTHER FUNDS WILL BE COMING FROM TO ABSORB THE COST OF $540 MILLION FOR THE PROJECT.

I'LL JUST HIGHLIGHT THE SECOND AREA ON THAT SLIDE, AND THAT'S PHILANTHROPY AND PUBLIC AND PRIVATE FUNDING.

WE'RE GOING TO TRY TO RAISE $50 MILLION IN LOCAL PRIVATE FUNDING FOR THIS PROJECT.

IT'S A BIG DEAL. IT'S THE BIGGEST PROJECT.

I THINK THE MIDSHORE IS GOING TO SEE FOR DECADES TO COME.

WE'RE GOING TO DO OUR BEST TO RAISE AS MUCH AS WE CAN. NEXT SLIDE.

HERE'S WHERE WE ARE. I MENTIONED 100 MILLION FROM THE GOVERNOR.

THE LEGISLATURE WILL VOTE ON THE GOVERNOR'S BUDGET ON APRIL 1ST.

BUT WE'RE HOPEFUL AND OPTIMISTIC THAT THE LEGISLATURE WILL KEEP THE BUDGET AS THE GOVERNOR'S PROPOSED.

THE CERTIFICATE OF NEED HAS BEEN APPROVED IN JANUARY OF THIS YEAR.

WE RECEIVED MHCC SUPPORT TO MOVE FORWARD.

WE'RE IN THE MIDDLE OF A RATE NEGOTIATION WITH THE HEALTH SERVICES COST REVIEW COMMISSION AS WE SPEAK.

WE'RE GOING TO NEED AN INCREASE IN RATES TO OFFSET THE COST OF INTEREST AND DEPRECIATION FOR THE HOSPITAL.

THAT NEGOTIATION WILL TAKE PLACE, AND WE'RE HOPEFUL THAT THAT WILL RESOLVE IN MAY OF THIS YEAR.

IF THINGS GO TO PLAN, THEN WE HAVE ALSO STARTED THE FUNDRAISING FOR THE $50 MILLION FOR LEAD GIFTS FOR THIS PROJECT.

IF WE RECEIVE APPROVAL, THEN WE'LL START ENABLING THE PROPERTY THIS SUMMER, WE'LL START MOVING SOME DIRT AROUND AND GETTING THE PROPERTY READY FOR CONSTRUCTION.

THAT WILL TAKE 9-12 MONTHS.

THEN BY THE SPRING OF NEXT YEAR OF 2025, WE'LL START THE CONSTRUCTION PROJECT.

IT'LL TAKE ABOUT THREE YEARS TO BUILD AND A LITTLE BIT OF ENABLING FROM SPRING TO SUMMER, BUT WE EXPECT TO OPEN IN SUMMER OF 2028.

BUT I THINK PART OF THAT HOLD UP FOR US HAS BEEN OUR TRANSPORTATION.

WE CAN GET PEOPLE THERE, BUT IF I'M CORRECT, THE PROBLEM IS GETTING THEM HOME ONCE ARE RELEASED.

WE ARE CONTINUING TO WORK ON THAT.

BUT I THINK THAT THAT MAY BE A SOLUTION IN THE PAST FOR URGENT OR EMERGENCY TRANSPORTS WHEN IT WILL WORK.

THE OTHER ONE IS PERIODICALLY WE HEAR ABOUT MOVES IN EITHER THE LEGISLATURE OR SOMEWHERE AT THE STATE LEVEL ABOUT THE MEDEVAC UNITS.

AS FAR AS I KNOW, THEY'RE IN PLACE AND GOING TO REMAIN.

IS THERE ANY TALK ABOUT THOSE? EVERY SO OFTEN THIS WILL CROP UP AND PEOPLE WILL GET VERY ANGRY AND VERY UPSET ABOUT THAT. DO YOU KNOW?

TO THE CONTRARY, IT CONTINUES TO BE THE SHINING BEACON, I THINK, FOR SHOCK TRAUMA CARE CENTER.

THE STATE HAS VERY SPECIFIC CALCULATIONS AND VERY SPECIFIC METRICS FOR WHAT THEY WILL ALLOW TO BUILD BECAUSE THE FUNDS COME FROM THE STATE FOR THE MOST PART.

WE PUSHED THE ENVELOPE THOUGH WITH RESPECT TO WHAT WE COULD BUILD.

THE STATE PUSHED BACK AND THAT'S WHY IT TOOK A YEAR TO GO THROUGH THE CON PROCESS, BECAUSE WE KEPT PUSHING FOR MORE EMERGENCY BEDS, MORE INPATIENT BEDS, BECAUSE WE KNOW THERE ARE TIMES OF THE YEAR WHERE WE'RE FULL.

WE HAVE BEEN FULL FOR THE LAST SIX MONTHS AT OUR FACILITIES.

WE PUSHED, THEY PUSHED BACK, WE PUSHED BACK FURTHER AND THEY AGREED TO OUR RECOMMENDATIONS.

BUT THAT IS A STATE DECISION FOR HOW MANY.

WE'RE GRATEFUL THAT THEY UNANIMOUSLY SUPPORTED OUR REQUEST.

AT THE SHORE, WE'RE AMONG THE BEST IN THE STATE OF MARYLAND IN THAT REGARD.

OUR NUMBERS ARE TYPICALLY LESS THAN 30 MINUTES PER DROP OFF, 90% OF THE TIME.

THE SECOND MEASURE IS THOUGH, FROM THE TIME THAT PATIENT IS SEEN BY A PROVIDER UNTIL THE TIME THEY'RE DISCHARGED HOME OR TO THEIR NURSING FACILITY OR WHATEVER, AGAIN, SURE IS AMONG THE BEST IN THE STATE OF MARYLAND FOR THOSE TIMES AS WELL.

THE THIRD TIME THOUGH IS THE TIME IT TAKES FROM THE ARRIVAL TO THE ED TO GETTING A BED AND BEING IN A BED IN THE HOSPITAL.

SURE IS AMONG THE WORST IN THE STATE OF MARYLAND FOR THOSE TIMES.

IT IS BECAUSE OF THE SIZE FACILITY WE HAVE, THE SEMI PRIVATE ROOMS THAT WE HAVE, THE CHALLENGES WITH THE HVAC SYSTEM THAT RESULT IN US CLOSING DOWN ROOMS BECAUSE IT'S TOO HOT OR TOO COLD.

YOU NAME IT. IT'S AN OLD BUILDING.

IT CREATES SIGNIFICANT CHALLENGES AND THE FACILITY ITSELF IS NOT EFFICIENT AND FUNCTIONAL.

BUT OUR CHALLENGES, LARRY, WE'VE GOT TO WORK ON THOSE TIMES NOW.

WE CAN'T WAIT TO THE NEW FACILITY TO BE ABLE TO IMPROVE THOSE TIMES.

WE'VE GOT A CONCERTED EFFORT TO REDUCE THEM, BUT IT'S AN UPHILL CLIMB, QUITE HONESTLY.

THAT'S WHEN YOU'LL HEAR ABOUT BORDERS IN THE ER PATIENTS WAITING TO GET UPSTAIRS TO GET A BED.

THAT'S REAL. WE'RE EXPERIENCING IT TODAY, BUT OUR TEAM IS WORKING HARD TO TRY TO RESOLVE THAT WITH THE LIMITED RESOURCES THAT WE'VE GOT.

I THINK THAT'S KIND OF WHERE YOU'VE BEEN AND I THINK YOU'VE PROBABLY DONE AS WELL AS COULD BE EXPECTED IN THAT SITUATION.

FORTUNATELY, THERE IS SOME TIME TO WORK ON THOSE ROUTES AND TO MAKE SURE THAT WE'RE DOING EVERYTHING WE CAN WITH THE STATE HIGHWAY ADMINISTRATION AND OUR LOCAL AND STATE AGENCIES TO MAKE SURE THAT THE ROUTES ARE AS EFFECTIVE AS THEY CAN.

YOU EXPERIENCE THE SHORE HERE AND WHAT WE FOUND IS THAT WE KEEP PROVIDERS MUCH MORE OFTEN WHEN THEY COME TO THE SHORE AND SPEND TIME HERE AND KNOW THE LIFESTYLE THAT THEY'RE GOING TO GET WHEN THEY START SEEK EMPLOYMENT.

BUT IT IS A CHALLENGE. USUALLY IT'S NOT A SALARY THING BECAUSE WE OFFER COMPETITIVE RATES BECAUSE WE HAVE TO TO KEEP PROVIDERS ON THE SHORE.

BUT WE'RE ALSO SEEING THOUGH, IS THAT THERE'S AN AGING POPULATION OF OUR PROVIDERS AND THEY'RE RETIRING.

IT'S INCUMBENT UPON US TO FIND THAT NEXT GENERATION OF CARDIOLOGISTS, ORTHOPEDIC PROVIDERS.

FORTUNATELY, THE CONVERSATIONS AROUND THE NEW HOSPITAL AND THE FACT THAT WE RECEIVED STATE APPROVAL, IT'S REALLY HELPING US IN THAT RECRUITMENT EFFORT ALREADY.

WE HAVEN'T EVEN PUT A SHOVEL IN THE GROUND YET, BUT ALREADY WE'RE STARTING TO SEE THE FRUITS OF THAT BENEFIT.

MY TESTAMENT AND MY HARD WORK AND FOCUS IS IN LARGE PART BECAUSE OUR BOARD OF DIRECTORS HAS MADE THIS OUR NUMBER ONE PRIORITY AS WELL.

THERE'S SOME FACTORS THERE.

BUT I MEAN, I'M I SUPPORT THE PROJECT 100%.

FINANCIALLY IT'S GOING TO HAVE TO SEE HOW OTHER THINGS PLAY OUT TO SEE EXACTLY WHERE WE ARE.

ONE BEING THE BLUEPRINT WHICH EVERYBODY TALKS ABOUT AND WE JUST COMMITTED TO CHESAPEAKE COLLEGE TO THE BUILDING.

BUT UNFORTUNATELY, THAT PROJECT HAS BEEN PULLED BACK FROM THE GOVERNOR.

SO, THERE'S OTHER THINGS THAT COULD HELP IN CERTAIN SITUATION.

I FIND PLENTY OF OPPORTUNITIES TO MENTION OUR SHARED AND SPECIAL SITUATION WITHOUT A HOSPITAL IN OUR COUNTIES, THE CONSIDERATIONS FOR EMS AND OTHER CONSIDERATIONS THAT CAROLINE AND QUEEN ANNE.

SO, I WANT TO LET YOU KNOW THAT I HAVE YOUR BACK, I UNDERSTAND.

WE CARE ABOUT ALL OF OUR COUNTIES.

I DO UNDERSTAND THEY JUST OPENED AN URGENT CARE IN QUEEN ANNE'S COUNTY A YEAR AND A HALF AGO.

AND WE ARE SEEING NUMBERS NOT APPROACHING DENTON AT THIS POINT BUT CLOSE TO IT BECAUSE WE HAD NOTHING EXCEPT A CBS MINUTE PLAN.

I JUST THANK YOU ALL SO MUCH.

I MEAN, PER CAPITA WE PULL IN A LITTLE LESS THAN $2,000 PER RESIDENT.

SO WE ARE BY FAR THE POOREST COUNTY OF THE FIVE, AS FAR AS OUR TAX BASE AND TAXABLE BASE.

THE NEXT ONE BEING DORCHESTER, WHICH PULLS IN ABOUT 2,400 PER CAPITA.

THEN YOU SEE A BIG JUMP TO KENT AT 3,100 PER RESIDENT AND TALBOT 3,400 AND QUEEN ANNE'S AT 3,600 PER RESIDENT.

SO IT'S VERY DIFFICULT FOR US TO PROVIDE THE SERVICES THAT WE NEED TO PROVIDE HERE LOCALLY.

AS COMMISSIONER BARKS WAS TALKING ABOUT, I THINK A BIG PART AND YOU CAN TAKE THIS BACK TO TALBOT COUNTY AND SOME OF THE OTHER COUNTIES TO OUR ABILITY TO BE ABLE TO POTENTIALLY CONTRIBUTE, AT LEAST FROM MY STANDPOINT, WOULD BE WHAT HAPPENS WITH THE LANDFILL EXTENSION.

IF WE CAN NEGOTIATE THAT DEAL, WHERE THE SAVINGS FROM THE LANDFILL EXTENSION STAYS HERE IN CAROLINE, I WOULD BE WILLING TO HAVE A CONVERSATION ABOUT MAYBE USING SOME OF THOSE SAVINGS INCURRED TO PUT ONTO THE HOSPITAL.

WE STRUGGLE. LIKE I SAID, I JUST WENT OVER OUR PER CAPITA WHERE WE PULL IN TAX BASE.

I ALSO WANT TO SAY THAT OUR DEPARTMENT OF EMERGENCY SERVICES AS A WHOLE TAKES UP ABOUT 11.4% OF OUR BUDGET.

THAT'S THE LARGEST BY FAR OF THE FIVE COUNTIES.

THE NEXT CLOSEST WOULD BE QUEEN ANNE, AT ABOUT 9% OF THEIR BUDGET.

I'M SORRY, TALBOT SPENDS ABOUT 9% OF THEIR BUDGET ON DES QUEEN ANNE'S, THESE ARE ROUGH NUMBERS.

IS AROUND 7.7% OF THEIR BUDGET, SO WE'RE AT 11.4 BY FAR IT EATS UP A LOT OF OUR SPENDING AT THE COUNTY LEVEL, AND THAT'S BECAUSE ALL OF OUR TRANSPORTS EITHER GO TO DOVER, EASTON, OR SEAFORD, AND IT'S A PRIORITY.

IT'S BEEN A PRIORITY FOR PREVIOUS BOARDS.

IT'S A PRIORITY FOR THIS BOARD.

IT'S ON I THINK THE KEY RESPONSIBILITIES OF LOCAL GOVERNMENT IS PUBLIC SAFETY.

WE INVEST A LOT IN THAT.

COUNTY, IS THE DESIGN OF THIS FACILITY PRETTY EASILY EXPANDABLE? BECAUSE WE ARE GOING TO SEE POPULATION GROWTH, I THINK.

WE'VE GOT CAPABILITIES OF EXPANDING OUR EMERGENCY DEPARTMENT SPACE, WHICH IS WHERE WE SEE MOST OF THE VOLUME.

THERE ARE LOCATIONS ADJACENT TO THE HOSPITAL WHERE WE COULD ADD TOWERS IF WE NEEDED TO.

IT'S EXPENSIVE, DON'T GET ME WRONG, AND WE'LL PROBABLY HAVE TO GO THROUGH ANOTHER RIGOROUS PROCESS FOR APPROVAL.

BUT YES, IT DOES HAVE EXPANSION CAPABILITIES IN THE FOOTPRINT OF THE FACILITY? Y

>> WHEN WAS THE CURRENT FACILITY BUILT?

>> DIFFERENT PARTS, DIFFERENT TIMES.

SOME OF IT IS OVER 100 YEARS OLD.

THE MAIN BULK OF THE HOSPITAL WHERE WE SEE IN PATIENTS WAS IN THE EARLY '50S.

AND THEN THE EMERGENCY DEPARTMENT RENOVATION, THE MOST RECENT, WAS IN 2006.

IT GOES FROM 100 YEARS TO THE MOST RECENT AT ABOUT 15,18 YEARS.

>> I'LL JUST MENTION REAL QUICKLY ABOUT THE FUNDING CONTRIBUTIONS AND I THINK THAT THIS WILL BE SOMETHING THAT PEOPLE HAVE HEARD BEFORE.

BUT THE BLUEPRINT, IT'S HAMSTRINGING US.

I CAN'T SPEAK FOR OTHER COUNTIES, BUT I CAN TELL YOU THAT IT'S A TERRIBLE PROGRAM.

IT IS ABSOLUTELY A FAILURE AS FAR AS I'M CONCERNED.

WE KEEP PUMPING MONEY INTO THIS, WE KEEP COMING UP WITH THESE NUMBERS.

AND EVERY YEAR WE HAVE OUR FINANCE PEOPLE WHO SIT THERE AND WAIT FOR SOME UNELECTED BUREAUCRAT SOMEWHERE TO TELL US WHAT OUR NUMBER IS GOING TO BE THAT WE HAVE TO SPEND.

THAT HAS A TRICKLE DOWN EFFECT ON THE MONEY THAT WE HAVE TO SPEND FOR, THAT TAKES AWAY FROM PROJECTS LIKE THIS.

THINGS THAT WE WOULD LIKE TO DO, CONTRIBUTIONS WE WOULD LIKE TO MAKE.

BUT THOSE FUNDS THAT WE ARE ABLE TO COLLECT ARE BEING TAKEN BY THIS ONE ISSUE THAT PEOPLE JUST CONTINUE TO BLINDLY KEEP FOLLOWING.

LIKE WE KEEP FOLLOWING THIS THING THINKING IT'S GOING TO WORK.

IT'S FRUSTRATING TO ME, I KNOW IT'S FRUSTRATING TO THEM AS WELL TO SIT HERE AND SEE THINGS THAT COME DOWN THE ROAD THAT WE THINK THERE'S NOTHING MORE IMPORTANT THAN YOUR HEALTH.

YOU AND I'VE HAD THIS CONVERSATION.

YOU CAN BUILD EVERYTHING YOU BUILD IF YOU DON'T HAVE YOUR HEALTH AND IF YOU DON'T HAVE A SITUATION WHERE WHEN YOU HAVE A PROBLEM YOU CAN GO GET HEALTH CARE.

NOTHING ELSE MATTERS. REALLY IT DOESN'T, BUT WE CONTINUE TO SEE THESE BUDGET MANDATES THAT ARE FORCED ON US.

AN ADDITIONAL SENTENCE WAS ADDED TO THE SETBACK SECTION THAT SPECIFIES THAT INTERIOR PARCEL BOUNDARY LINES FOR SOLAR ENERGY SYSTEMS, WHICH ENCOMPASS MULTIPLE PARCELS, ARE NOT REQUIRED TO MEET THE 200 FOOT SETBACK REQUIREMENT.

ALSO, THE SETBACK MODIFICATION LANGUAGE WAS UPDATED TO GIVE ANY ADJACENT PROPERTY OWNER THE ABILITY TO GRANT A REDUCTION IN THE REQUIRED 200 FOOT SETBACK MODIFICATION AGREEMENT.

THE PLANNING COMMISSIONERS REVIEWED AND DISCUSSED ALL THESE SETBACKS AND MODIFICATIONS AND HAVE RECOMMENDED TO YOU PASSAGE OF THE BILL IN ITS PRESENT FORM.
