WE HAVE ONE AGENDA ITEM TONIGHT THAT IS UP FOR OUR REVIEW AND COMMENT, IT IS THE CLEARINGHOUSE REVIEW FOR THE GREENSBORO PUMP STATION PROJECT, WHERE THEY'RE GOING TO RELOCATE THEIR PUMP STATION.

THIS IS A PROJECT THAT CAME THROUGH CLEARINGHOUSE REVIEW LATE LAST THURSDAY.
THE PROJECT IS ONE THAT THE COUNTY IS WORKING WITH THE TOWN ON.
WE WERE MADE AWARE OF THE PROBLEM LAST MAY, AFTER TWO OR THREE WEEKS OF REAL HEAVY RAINS.
THE TOWN'S MAIN PUMP STATION, WHICH IS LOCATED NEXT TO A STREAM THAT FEEDS CLOSE TO THE CHOPTANK RIVER, IS LOCATED VERY CLOSE TO THE TOP OF THE STREAM BANK, AND THE EROSION FROM SUBSEQUENT STORMS, AND I CAN'T REMEMBER THE TOTAL RAINFALL AMOUNT, BUT I KNOW ONE OF THEM WAS FIVE INCHES, CREATED A TREMENDOUS AMOUNT OF RUNOFF WHICH ERODED THE STREAM BANK NEXT TO THE PUMP STATION TO THE DEGREE THAT THEY LOST ABOUT A FOOT OR MORE OF STREAM BANK, PUTTING THE PUMP STATION WITHIN JUST A FEW FEET OF THE STREAM BANK.
THE TOWN ACTUALLY CONTACTED TRAVIS, AND TRAVIS LET ME KNOW, AND I WENT UP THERE AND LOOKED AT IT.
WE WERE ABLE TO GET SOME EMERGENCY FUNDING FROM MDE 319, TO SECURE THE STREAM BANK WITH SOME STONE GABION AND HOLD IT WHILE WE LOOKED FOR FUNDING TO LOOK AT POTENTIALLY RELOCATING THE PUMP STATION AND THEN RESTORING THE STREAM BANK AND THE FLOODPLAIN AT THAT LOCATION.
THE SITE, AND I THINK IN YOUR ATTACHMENTS, YOU CAN SEE A TOPO MAP TO SHOW YOU, THERE'S A LOT OF ELEVATION AT THE SITE.
THE TOWN OWNS A LARGE PROPERTY, AND JEFF, I KNOW YOU'RE FAMILIAR WITH THE SITE.
WHERE THE PUMP STATION IS LOCATED IS RIGHT AT THE STREAM.
BUT BACK ON THE BACK SIDE OF THE PROPERTY, THERE'S AN INCLINE OF ABOUT 20-30 FEET, AND THE TOWN OWNS THAT PROPERTY UP AT THE TOP OF THAT HILL, AND THERE'S ROOM THERE TO RELOCATE THE PUMP STATION.
WE WERE LOOKING FOR FUNDING TO BOTH RELOCATE THE PUMP STATION AND THEN DO A RESTORATION OF THE STREAM BANK TO PREVENT FURTHER EROSION CHASING THE PUMP STATION EFFECTIVELY.
LATE JANUARY, WE GOT A CALL FROM MDE ABOUT FUNDING THEY HAVE ACCESS TO THROUGH EPA FOR SEWER AND STORMWATER PROJECTS COMBINED, AND THAT'S THE CHALLENGE OF THIS PROJECT.
THE WORK I DO WITH ENVIRONMENTAL PLANNING IS MOSTLY STREAM AND FLOODPLAIN RESTORATION-TYPE PROJECTS, BUT NOT MUCH INFRASTRUCTURE BECAUSE THE FUNDERS OF THOSE PROJECTS PRIMARILY DO THAT KIND OF WORK, NOT INFRASTRUCTURE.
IT'S HARD TO FIND A GRANT PROGRAM THAT FUNDS BOTH INFRASTRUCTURE AND STORMWATER RESTORATION.
BUT EPA HAS AN ACTUAL FUND THAT DOES THAT AND MDE HAS ACCESS TO IT.
WE WORKED WITH THE TOWN AND WITH MDE TO SUBMIT AN APPLICATION IN MID-FEBRUARY.
WE HEARD ABOUT IT END OF JANUARY, AND IT WAS DUE MID-FEBRUARY.
[NOISE] IT'S KIND OF A TIGHT SQUEEZE, [LAUGHTER] BUT WE GOT ALL OF OUR INFORMATION TOGETHER AND SUBMITTED THE APPLICATION.
EPA HAS, I GUESS YOU COULD SAY, TENTATIVELY APPROVED IT, AND IT HAS TO GO THROUGH THE STATE CLEARINGHOUSE PROJECT BECAUSE IT'S FEDERAL FUNDING AND STATE FUNDING, SO IT GOES THROUGH THE LOCAL JURISDICTION, WHICH IS US, AND THEN MARYLAND DEPARTMENT OF PLANNING, DEPARTMENT OF NATURAL RESOURCES, THE MARYLAND HISTORICAL TRUST, AND MARYLAND DEPARTMENT OF ENVIRONMENT FOR REVIEW, AND THEN ONCE THOSE COMMENTS ARE IN, INCLUDING OURS, THEN IT GOES BACK FOR FINAL REVIEW WITH EPA, AND THEY SHOULD HAVE AN ANSWER, I BELIEVE BY THE END OF APRIL.
IT'S A REALLY GOOD OPPORTUNITY.

IT'S A GRANT TO EPA THAT MDE IS SUBMITTING, SO MDE IS ACTUALLY THE APPLICANT TO EPA AND WE WOULD BE THE SUB-RECIPIENT TO MDE.BUT MDE IS ACTUALLY THE APPLICANT.
ALL OF THE INFORMATION WE PROVIDED, MDE SUBMITTED IN THEIR OWN APPLICATION.
THAT'S A LITTLE TRICKY PART OF THIS, BUT IT'S AN EXCELLENT OPPORTUNITY.
THE FACT THAT WE CAN GET IT DONE SO QUICKLY IS AMAZING.
IT'S VERY CONSISTENT WITH THE COUNTY'S PLANS AND GOALS FOR BOTH ENVIRONMENTAL PROTECTION AND PUBLIC INFRASTRUCTURE SAFETY, PUBLIC HEALTH.
IF THE PUMP STATION WERE TO GO INTO THAT STREAM, FIRST OF ALL, YOU'D HAVE A FAILURE OF THE TOWN'S WASTEWATER TREATMENT SYSTEM AND THEN THE IMPACT TO THE CHOPTANK RIVER.
THAT PUMP STATION IS LOCATED, YOU KNOW THE FIRST BRIDGE WHEN YOU'RE HEADED NORTH AND THE CHOPTANK RIVER IS RIGHT THERE, THIS STREAM FEEDS RIGHT THERE, LESS THAN, I THINK, 400 FEET AWAY.
IT WOULD BE AN ENVIRONMENTAL DISASTER AND AN INFRASTRUCTURE DISASTER.
WE WERE HOPING TO GET SOME FUNDING TO GET STARTED THIS YEAR AND IT LOOKS LIKE IF THIS GOES THROUGH, WE'LL BE ABLE TO DO IT BECAUSE HURRICANE SEASON IS ALMOST HERE.
IT MEETS THE ENVIRONMENTAL AND INFRASTRUCTURE GOALS OF THE COUNTY'S COMPREHENSIVE PLAN AND THE WATER AND SEWER PLAN, AND OUR WATERSHED PLANS, PARTICULARLY THE UPPER CHOPTANK WATERSHED BECAUSE THIS IS LOCATED IN THE UPPER CHOPTANK.
THE STAFF RECOMMENDATION TO YOU ALL IS FOR A C1 APPROVAL CODE CONSISTENT WITH COUNTY PLANS, PROGRAMS, AND OBJECTIVES.
I INCLUDED A LIST OF THE CODES AT THE BACK OF YOUR PACKET THAT ARE YOUR CHOICES FOR APPROVAL CODES.

THERE'S A REBED BUILDING, THE OLD CLARIGESTER, THE PUMP STATION, THERE'S A CONTROLS BUILDING.
GET THAT OUT OF THERE AND THEN RESTORE.
THE STREAM CHANNEL IS ACTUALLY LINED WITH CONCRETE.
THAT WAS LEGAL IN THE 1960S [LAUGHTER] BECAUSE IT WAS THE OUTFALL FOR THE TREATMENT PLANT. WE NEED TO GET IN THERE.
THAT'S PART OF THE PROBLEM, IS IT'S HARD AND IT'S BREAKING APART.
NOW, THE CONCRETE IS BREAKING APART AND SO THAT'S EATING INTO THE STREAMSIDE, AND THEN SURFACE RUNOFF IS CREATING THE OTHER PROBLEM.
IT'S GETTING IMPACTED FROM CURRENT COMING THROUGH AND THEN STORMWATER RUNOFF COMING DOWN.

WE NEED TO DEMO THAT.THEN WHAT WE WOULD DO IS RESTORE THAT SITE TO NATURAL FLOODPLAIN AND RESTORE THE STREAM TO DO WHAT IT'S NATURALLY MEANT TO DO, SO THAT THAT EROSION DOESN'T CONTINUE TO CREEP UP TOWARDS THE BANK.
